10.1 The committee can form various sub-committees as needed to carry out its work smoothly. 10.2 If the committee deems it necessary, it may allow the sub-committees formed in accordance with sub-section 10.1 outside the Kathmandu Valley to operate water supply schemes on the basis of financial and management autonomy.
